Straight answers
In most companies people leave because they cannot see the next step, not because of pay. If nobody has written down what a promotion requires, when it happens and who decides, then staying is a bet on your goodwill and leaving is the only visible way up. Retention is a structural problem: define the rungs, publish the criteria, and the same people who were leaving start planning around staying.
A PEO becomes the co-employer of your staff and takes on the administrative side of employment — payroll, benefits administration and employment compliance — while you keep full control of the work and the people. It exists because that administrative load grows with every hire, and it is the part of employing people that produces no revenue no matter how well you do it.
A fractional executive is an experienced leader who works in your company part-time — a day a week, a quarter, or through a specific transition — instead of as a full-time hire. You need one when the work genuinely requires that seniority but not forty hours of it, which is the normal state of affairs for a growing company that cannot yet justify a full-time CFO, COO or HR director.
Promote when a person is already doing the next role's work and the evidence for it was defined before they started doing it. Deciding in the moment is what makes promotions feel political, because the criteria appear to be invented for the individual. Writing the requirements down in advance turns a promotion into something people can work toward rather than wait for.
Find one who insists on defining the outcome the role must deliver before they start sourcing candidates. Filling a requisition and solving a staffing problem are different jobs. A recruiter who accepts your job description unexamined will send you people who match the document, which is not the same as people who will succeed in the role.
Make yourself unnecessary on paper. A business that only works because you are in it is worth less than one that runs without you, so exit readiness is mostly the work of moving responsibilities out of your head and into defined roles, with the structure, written policy and leadership bench a buyer expects to find. That takes months, which is why it starts long before a sale.
